Program Analyst

The Program Analyst performs a variety of clerical, administrative and technical duties/responsibilities in support of data management in a complex health care delivery system. The Program Analyst evaluates the outpatient clinical workflow within WRJ VAMC to monitor and oversee wait times, clinical capacity, consult management, encounter management, schedule utilization, and productivity. The Program Analyst performs data collection, aggregation, trending and analysis on identified issues and problems. He/she will advise Associate Group Practice Managers (AGPMs) and Service Line Chiefs on the findings, make recommendations as appropriate, and provide further drill downs where requested. The incumbent responds to questions and problems in a timely manner utilizing self-direction in the application of decision-making and or problem-solving skills. Provides special attention and emphasis to the delivery of outpatient care at WRJ VAMC to insure its optimal function. The incumbent plays a critical role in supporting facility efforts to meet or exceed performance expectations related to access, patient flow, and timely, efficient and cost-effective processes throughout VANCHCS. The incumbent must demonstrate knowledge and skill in written communication documents including, but not limited to correspondence, proposals, plans and policies. Working practical understanding of the VHA's clinic practice management guidelines as well as local SOPs. Ability to follow through on all projects to completion. A broad understanding and in depth knowledge of access principles and their application locally. Exceptional communication skills with persons within and outside of the VA. Courteous and effective communication is expected for all interactions. Performs other duties as assigned. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 level, for a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-07:
This is a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties of the duty. Applicants for this level should have specialized experience relating to the position at the next lower grade GS-05 for the occupation in the organization. Examples of experience would typically include, but are not limited to:

This is the full performance level of the position. Applicants for this level should have specialized experience relating to the position at the next lower grade GS-07 for the occupation in the organization and will be expected to perform the duties of the position with minimal training or supervision. Examples of specialized experience would typically include, but are not limited to:

The work is mainly sedentary. Typically, the employee sits comfortably to do the work.
