Medical Administration Specialist Analyst (VERA Coordinator)

This position is responsible for analytical studies resulting in the identification of information needed to manage critical aspects of field operations of the Medical Center's budget. This requires in-depth knowledge of VHA operations, national databases, and analytical techniques; the ability to analyze data; produce reports; and display information in a variety of formats. The incumbent provides operational support and expertise to the facility, participating in executive leadership discussions, decisions, and policy-making, using specialized knowledge and skills pertaining to the health care delivery systems and medical coding systems and working under broadly delegated authority. The incumbent takes action to develop or modify objectives and boundaries of assignment as indicated and plays a critical influential role in organizational performance and excellence. The incumbent serves in a consultant role to the Medical Center Director, Associate Medical Center Director, Chief of Staff, Clinical Operations Director, Group Practice Managers, Administrative Officers, and Service Chiefs providing guidance, recommendations, and monitoring in the implementation, management, and evaluation of VERA oversight programs, ensuring that the programs meet the required standards and/or criteria. The incumbent regularly informs facility staff of program policy changes and developmental proposals, impacting Veterans that are accurately classified in the VERA program. Maintains and promotes an effective and productive relationship with medical center staff to assure that interdisciplinary methods are used as a means to VERA maximization. Establish a facility-wide audit system that captures VERA data and provides the resulting information in a format that is useful to the facility management officials, especially clinical service chiefs, for evaluating resource utilization and VERA performance for the Medical Center. The incumbent is responsible for the designing and developing of VERA reports and databases; translating statistics to reflect compensable data for management; and for providing an accessible link for awareness purposes to wide variety of staff. The effectiveness of programs accurately categorizes patients under the VERA classification system and maximizing appropriated funding. Reports are tested and updated in accordance with the established schedule and assigned requests. Conducts special studies and trend analysis, identifies and evaluates data elements needed for these studies e.g., Veterans Health Information Systems and Technology Architecture (VISTA), VHA Support Service Center (VSSC), Decision Support Services (DSS), National Data Extracts (NDE), Allocation Resource Center (ARC), etc. , ensures the accuracy of the information delivered, and submits findings. Provides concise results and recommendations as scheduled. Develops reports that are useful and meaningful to clinical staff in process improvement and resource management. Plans, develops and conducts formal and informal training programs, conference presentations, etc. relevant to the VERA program. Develops training for various levels of staff, including physicians, mid-level practitioners, medical residents, allied healthcare providers and managers. Conducts reviews of Department/Service Lines as requested; to evaluate clinical services and medical documentation to determine the status and impact on the VERA program. Advises the Medical Center Director, Associate Director, Chief of Staff, and Director of Clinical Operations on financial data, statistical sampling, and data management. Offers solutions to operational problems in these areas of expertise, gives briefings to management officials, and assists other staff in interpreting the data. Responsible for providing a flexible program, focused on assisting customers and providing improvement recommendation within the Medical Center; in efforts to effectively implement and execute a cohesive VERA Model. You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
(a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Government wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a PhD. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Examples:
hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree. You will be rated on the following Competencies for this position:
