Lead Police Officer - K-9

He/she works within the resources of his/her assigned shift to plan Canine Enforcement work schedules, coordinate and assists in approving/disapproving Canine Enforcement Team usage, insures that cases are assigned priorities and that work flow is distributed equitably during his/her tours of duty. He/she coordinates investigative efforts with representatives of other service units and outside law enforcement agencies to enable the Canine Enforcement Team to accomplish work assignments on a timely basis. Through on the-Job involvement in management and operational activities of Police Service, as well as through formal classroom training, develops knowledge and skills necessary to the performance of more responsible canine and investigative assignments. With the use of his search/detector dog, performs such duties as:
Conducts grounds and building searches to locate missing patients who are deemed to be incompetent, committed, or a danger to themselves or others, and return them to appropriate medical control. Through personal observation of individuals, and other means, detects individuals suspected of violating Federal and State drug and other laws. Independently, or as a member of a team, screens and inspects vehicles, buildings, rooms, luggage, mail, packages, and persons for the interdiction of dangerous drugs and the detection of contraband. With proper search warrants or property owners' consent, makes seizures and initiates chain of custody for evidence. Detains and assists in the arrest, if warranted, of persons involved in violations. Often appears in court as an expert witness for the government. Searches suspected areas or locations which are conducive to secreting contraband, utilizing sophisticated search techniques and equipment. Provides advice to patrol personnel/supervisors engaged in special enforcement activities requiring utilization of canine unit. Participates in special temporary assignments to Federal, State and local law enforcement agencies using dogs as a tool in the search for missing persons, and/or the detection of drugs and other controlled substances. In many instances, utilization of the detector dog serves as the basis of probable cause for state and local officials in obtaining a search warrant. Conducts continual training of the search/detector dog to maintain a high level of proficiency. Adheres strictly to safe canine handling practices ensuring the safety of all persons and property. Establishes and maintains an ongoing preventive medicine program for the overall health care of his/her dog. Examines the dog daily to ensure early detection of illness, disease, or injury. Administers emergency first aid measures to protect the health of his/her dog. Receipts, maintains accountability, and provides security for various narcotic substances used for detector dog proficiency training daily. In this capacity, is the only Police Officer with responsibility for the continual physical custody of narcotics outside of a secure area. Ensures that kennel facilities meet safety, sanitation, health standards, and that adequate dietary requirements are being maintained. Recognizes and determines if a crime is about to be committed, is in the process of being committed, or has already been committed. Distinguishes and properly classifies criminal or civil violations that may occur. Recognizes differences in ''normal or deviant behavior. Independently conducts foot patrol and/or bike and/or vehicle patrol for a prescribed patrol area over the course of a regular shift. Provides transportation for patients in medical situations. Provides subsequent transportation for the clinical team member, patient and other appropriate individuals where immediate transportation is required. Performs as an integral part of the Psychiatric Clinical Team. In the event of a psychiatric emergency, provides transportation for the members of the team if other transportation is not available. Upon arrival at the scene, assesses the situation, determines what force, if any, is needed to control the situation. Secures the scene, provides crowd control, and completes necessary reports as appropriate. Writes uniform offense reports covering incidents on his/her shift containing pertinent information, which is factual, classified properly, and submits such reports in a timely manner. Informs individuals about their rights as suspects and/or witnesses. Responds to calls or alarms involving crimes in progress or just discovered. Additional duties as assigned Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Physical Requirements:
The work requires, on a regular and recurring basis, a high degree of mental and physical coordination in effectively employing his/her dog as well as considerable and strenuous physical exertion such as taking a resisting person into custody, frequent climbing of multiple flights of stairs, walking while on patrol, and running while pursuing observed violators or suspects and eloping committed patients, crouching or crawling in restrict areas during search, standing for long periods of time, and frequent exposure to inclement weather conditions. The work is performed both indoors and outdoors in all types of weather. The incumbent is required to work irregular hours and is subject to call back 24 hours a day. Members of the public have easy access to the station which allows the police officer to be exposed to the high potential of a physical attack by armed and unarmed persons during routine duties. He/she is also subject to duty changes, without advance notice, to include temporary duty assignments in support of special enforcement efforts at other installations and/or communities. He/she must have a positive attitude toward dogs, which would permit a tolerance of unpleasant order; loud barking noises, bites, or scratches. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
