Auditor

Performs all duties associated with VHA Financial Quality Assurance System; which includes, Agent Cashier review, Personal Funds of Patients review, Payroll and Employee Accounts Review, Voucher Audit review, Accounting review, Employee Travel Review, General Post Fund Review, Property, Plant & Equipment. Additional audits performed include, but are not limited to, Unannounced Agent Cashier audits, Veterans State Home audits, annual Fleet Card review, and monthly random sampling of Office of Community Care payments (from Consult to Payment). The auditor assists with audit requests from the VISN, VA Central Office, and/or external organizations. The auditor develops reports identifying noncompliance with regulations; inefficient operations; internal weaknesses; fraud, waste and abuse; or improper practices as well as develops action plans and implements recommendations on all findings while conducting follow-up reviews. Responsible for reviewing policies and regulations, to include all changes and recommending actions for compliance. Examines and tests operational records and controls to obtain sufficient and reliable evidence of financial system reliability. Adapts methods and techniques to solve a variety of problems and weaknesses using LEAN Six Sigma methodologies. Provides training with regard to financial processes and procedures in accordance with federal regulations and VA policies and handbooks, including internal controls. Develops and implements solutions for programs in order to maximize quality and customer service throughout the business cycle. Develops auditing procedures and policies. Formulates new, and/or revises existing, Financial Service policies covering auditing procedures, activities or functions. Conducts data analysis using accounting and financial data warehouses including, but not limited to, Rogers Software Development (RSD), Financial Management System (FMS), Pyramid Analytics, Central Data Warehouse (CDW), Allotment Allocation Resource Center (ARC), Veterans Equitable Resource Allocation (VERA), VHA Support Service Center (VSSC), Snap-Web, etc. Develops reports both graphically and written for management using Microsoft Office programs. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
