Human Resources Officer -Senior Strategic Business Partner

This position involves a multi-grade career ladder. Major duties listed below represent the full performance level of GS-14. At the GS-13 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-14. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties:
The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level. This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff as well as the consistent execution of HR-related administrative functions to benefit both staff and Veterans. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans. The role of the Senior Human Resources Strategic Business Partner contributes to overall VISN performance by providing tactical and strategic consulting on people and organization development strategies in support of business objectives. The Senior Strategic Human Resources Business Partner, as the local labor market expert, serves executive leadership including key management officials, at the professional level, on all HR matters at a designated facility. Incumbent will execute delegated responsibilities for the local labor market in the following functional areas:
employee relations consultation; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; and performance and compensation management consultation. The Senior Human Resources Strategic Business Partner is the primary strategic advisor between local leadership and VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning. The Senior Human Resources Strategic Business Partner, with delegated authority, collaborates with facility executives and VISN leadership to execute and align human capital goals and priorities. Acts as change agent to business through process redesign and approaches that support change and transformation. Analyzes trends and metrics to develop solutions. Provides day-to-day coaching to leadership on a variety of actions to include employee relations issues, policy interpretation and application; talent management and development; and organizational design consultation. Actively participates in annual budget planning/labor forecasting process with business partners. Conducts ongoing supply and demand analysis for business partners on current and future state staffing and skill needs and designs talent acquisition strategies to meet those needs. Strategic Business Partner and Human Resources Consultative skills to provide management consultative service involving the full spectrum of Human Resource functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, benefits, etc.); to perform a key role in rendering expert advisory service and/or authoritative policy interpretations on highly complex agency-wide or equivalent issues (e.g., reengineering and improving Human Resource processes); to serve as a recognized senior advisor to other senior Human Resource staff and program managers.
