Health System Specialist

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Consults and advises clinical and administrative staff in the development, analysis, coordination and justification of resource requests to include staff, space, and equipment. Serves as the principle advisor to the Associate Director, Nursing & Patient Care Services (ADNPCS) on all administrative management matters associated with their programs and operations. Conducts and directs special studies and analyses of complex problems relating to manpower requirements, space and equipment utilization, organizational alignment and other areas of concern to the ADNPCS, recommending solutions and supervising the implementation of the solutions once they are approved. Prepares a variety of reports and information needed by the ADNPCS to inform decisions. Assists in the development of position descriptions, performance standards, and training requirements. Is the leader and/or serves on Search Committees, selection panels charged with interviewing candidates for positions; recommending appointment, promotion, and/or reassignments. Conceive and implement new initiatives and projects to enhance and support Nursing Service and the mission of the medical center. Monitors, reviews, and checks requests for allotments of funds from approved operation budgets. Lead teams, assign tasks, set deadlines, and determine the scope of projects. Produces complex analyses and written reports and initiate/conduct progress reviews. Deliver fully developed proposals and action plans to the ADNPCS for concurrence and implementation. Performs other duties as required. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
(a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Governmentwide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. The experience required at this level is performed under general supervision, very difficult and responsible work along special technical or administrative lines in office, business, or fiscal administration requiring specialized training and considerable administrative experience which demonstrated capacity for sound independent work. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a PhD. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Examples:
hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree. For the GS-12 grade level:

The experience required at this level is performed under general administrative supervision, with wide latitude for the exercise of independent judgment, work of a very high order of difficulty and responsibility along special technical or administrative lines in office, business, or fiscal administration requiring extended specialized administrative training and experience which has demonstrated important attainments and marked capacity for sound independent actions or decisions and the intimate grasp of a specialized and complex subject matter involved. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
